I think the dress has a lot going so minimum makeup would be enough. If I were you I would do a nude lip and smoky eye.

Hey Navi, :) if I am wearing it during daytime I would go with a red lip and neutral lid with nice semi-thick wing liner. I think the red lip will look really classy with the dress(is it black or purple?) and lots of mascara :) ( also big chunky earring, no necklace and lots of bangles; I guess am excited as I don't get much chance to wear Indian dresses...lol)

I think a natural eye sorta with a winged liner and then bolder lips like a dark magenta or purple toned lipstick and maybe some gold highlights in the eye makeup.
