Hard (not creamy) maybelline color tattoos??

I purchased two maybelline color tattoo cream eyeshadows today and I noticed they were a little hard. Still usable, just hard. Do these have an expiration date or do they go old? Kinda disappointed because I just bought them today but at the same time they are still usable so I will most likely continue to use them.

They are supposed to be like that, you just have to swirl your finger in it and it should apply fine.

Also this is them on. Tough as taupe in the outer corner & crease. Barely branded in the inner corner as a highlight
