I have really thick curly hair and its about shoulder length. I have short layers and my hair doesn't grow any longer then shoulder length. When I straighten it it looks really flat on my face and never looks natural and if I curl it it just looks like I have too much hair:( its really flat on top as well but if I back comb it the layers stick out and it looks awful! What should I do.

I'm also confused, in your pictures your hair seems longer than shoulder length. Did you cut it? And are you asking for hairstyles you can do, or products to make it more manageable? For more volume, you could blow dry your hair upside down. That way you wouldn't need to back comb. If you feel like you have too much hair down when you curl it, you could put it in a half up half down style or pin the front pieces back.
