I love Big Sexy volume mousse and hair spray. You can get it at most salons. If your on a budget and there is a Sally's Beauty near by they carry a line as well. Shampoo and conditioner may help as well.

Dry shampoo and a teasing brush! Spray the dry shampoo directly at your roots and then massage it into your hair.brush it our with a regular brush then take small sections at the crown and tease your hair

Blow dry your hair upside down, using some root lifting spray or serum. Also, I know you said your hair won't tease, but I would get a teasing comb from Walmart for like 3 bucks, some volumizing hair spray, and try that. Applying the hair spray to the section you are going to tease before teasing it, may also give your hair something to "cling" to while using the comb.
