The key to good eye brows is to follow the natural shape of your brows and do both at the same time don't make it to structured and boxy and use a concealer 1or2 shades lighter to highlight around brows keep practicing cuz its all trail and error

You don't have to set them. I suggest just using a clear brow gel to keep them in place (:

I never used brow powder and it stayed, but you never know. Mine stayed on well throughout the day but I mainly used it to define the shape of my brows, not to fill them in.

You don't need to set them... that's not true. it shouldn't be coming off as you said so don't worry about it.

That's definitely up to you but I do it helps it last or you can use brow wax to set your brows in place to give a fuller look of brows :)

I think it really just depends on your skin type and your activity level for that day - if you plan on going swimming or will be sweating a lot n the brows have a good chance of rubbing off it's best to set it with something like a brow gel (waterproof is best) the powder I don't think will do much to set a pencil but if you use powder you kinda have to use a gel to set the powder otherwise brow wax is kinda like brow primer to help them last longer too but if yours are fine with just pencil I wouldn't worry too much about it.

I've never used powder and my brows have stayed on throughout the day. I do agree with Diana when it comes to working out and swimming though.
