No it wouldn't, toner is used to remove brassy tones In yellow hair, not remove orange from orange hair or hair that's been stained orange by red dye, that would need to be bleached again and then toned. Though, if I were you I'd go red first, then do the ombré a week or so later so the dye won't run into the blonde.

The thing is I have an ombré right now with my natural color to a dark blondish color. I want to dye to the part (my natural color) a dark red. I'm worried about the color making the ombré I have now orange

There's a high chance that'll happen. I'd probably go to a hairdresser to see if they could do it without the colour staining your ombré.
