Curls in general should give it volume and also hair spray works. Some people spray their curls right after the heat. But personally I like to wait till all my hair is all curled and then spray.
Most of the time I don't even have to spray my hair though

Well the hat definitely brings them down.
You can only go to a curtain volume till they become waves. Try bigger curling irons to try and get the volume you want. Also if you try going bigger, each time you make a curl, Clip them to you heat to give them more of a shape and also keep the curl
