This weather is causing all kinds of issues. Is it really itchy? Sensitive? I tend to recommend my clients Kerastase Bain Vital. It's a hyper allergenic shampoo for sensitive and itchy scalp.

You can also use head n shoulders its cheap and works well for dandruff others I would recommend are selsun blue and neutrogena t-gel I used them for my psoriasis.

Dandruff and flaky scalp due to weather, harsh products and diet are two totally different things. Dandruff indicates an over production of oil, flaky scalp = lack of moisture. Try apple cider vinegar rinse to restore pH and products that bring moisture to scalp. Maybe an oil scalp massage.
