For drugstore check out Rimmel Fix and Perfect Pro. It kept me matte for quite a long time. My skin is highly sensitive and it did slightly break me out and made me itchy. However a lot of people like this primer and I did to before I had a reaction to it lol. I just have extremely sensitive skin and am allergic to most things lol.

For high end check out Hourglass Veil Mineral Primer. This is the one primer that I haven't broken out with. It can be pricey but it feels nice a light on the skin. It makes my foundation stay on for a long time. It doesn't keep me perfectly matte, but it also doesn't make me look greasy. I would get a sample or buy the smaller size for $20 I think you will really like it (:

I know! I live in Canada and they've been sold out by me for such a long time and I'm pretty much finished my tube and need a new one asap lol. You can buy it online.

@Rebecca, if you can't find it in-store you can always order it online, either through Sephora's website or Hourglass's.

Not sure on drugstore primers but I third the Hourglass Veil! I also like the Smashbox Photofinish primer-it goes on very smooth.
