When I hear "brown eyes pop" I think make them look brighter and lighter. In order to get the best effect use a color that's in the same depth of color as your eyes. Now brown eyes tend to have an orange or red tone to it. Looking at the color wheel blue complements orange and green complements red. By "complementing" it'll bring out those tones more and can just make the eye color pop. Purple also seems to work very well on eyes with either tone. I'd try and steer clear from pastel shades as the just make the eyes look darker and for some make the eyes look beady. I'd go with vivid colors like violet, royal blue etc. and to give the eyes the best brightening try out a purple, blue or green that is in that sort of same depth of color so if you have light brown sort of hazel then use a medium violet. For deep brown eyes try a dark purple liner, navy blue, deep sort of green. Using those colors as liners is a more subtle way to enhance the brown eyes.
