Hopefully I am right in say this,
Basically but eyeliner in the crease blend it out. Use a dark eyeshadow to blend and smoke it out a bit, then apply a base you could do that before applying the eyeliner, then apply Mascara etc ;)

^ that's not a cut crease. Alma M. Said that's a closed banana. A cut crease is a makeup style that creates the illusion of a faux crease. It's high and more define and extended then the natural crease. It's literally a line that creases a demarcation in the eyeshadow
