Could it be like a mini stippling brush for concealer??

I thought it was for concealer too but it seems a bit too stiff :/ maybe it is though thank you :)

Concealer brushes tend to be stiffer because of the texture of concealer itself :) It looks like a concealer brush to me too! Play around with it and find your own, personal use for it :)
