I use the elf eyebrow kit forward everyday. Mostly because its only $3 and it lasts foreverrre it come with a darker gel side and a lighter powder side. I like it, before that I was using the mac eyebrow pencil in spiked which was awesome but a little too expensive so now I only use that for special occasions. I also love the madeyewlook flat angled brush to apply, its amaaaazing.

I know you said you don't like using a pencil, but maybe you should try combining it with a powder :) I fill my brows in with a pencil, then do a matte powder eye shadow that matches my hair color over it to make it softer and blend better. Then I comb through them with an eyebrow comb!
