Maybe adding dabs of water because matte is suppose to give a "dry" kind of finish. Give it a few dabs of water on a sponge or with your brush. But not too much because it will take the foundation off!

Try mixing a bit of moisturizer in. It shouldn't dilute the color and will add a bit more dewiness

I think a setting spray might help a lot.

Finishing spray, like Nyx or Urban Decay. Or maybe try a primer like L'Oreal Lumi, its kind of shimmery

Don't get matte foundation if it isnt to your taste. Return it and get one with a dewy finish instead.

Use your brush or sponge damp.

Add a hilighter or luminezer to your foundation and apply with a beauty blender instead of a brush

Most foundations for me are too cakey, so I may a foundation cocktail:
2 pumps of foundation
1 pump of moisturizer to sheer it out
Little squeeze of illuminator
I then mix it up and apply with a damp sponge or foundation brush (I use the brush if my skin is not looking so hot)
Than I spray with a setting spray to lock it in and add a dewy glow to it. (:
