I can't see the bumps from the picture. Are they just little white bumps or are they bumps that itch kinda like a rash?

My mom gets those and its just from dry skin. I would try CeraVe or Aquaphor (I would only put this on the areas needed, not all over face). I also recommend Vitamin E Oil, I mix it in with my moisturizer and it helps a lot

I'm just going to ask you some question that may help others to help with some answers.

Do you have a combo skin type with an oily t zone then the rest is dry or are you just dry?

Just incase it is your foundation what type of coverage are you wanting?

As for the makeup maybe try not to powder your dry spots only the oily zones and maybe use a setting or finishing spray. (If your combo)

(If you have a dry skin type) try a hydrating foundation or hydrating primer.

Shannie, your skin sounds like it is dehydrated. Your skin uses oil to hydrate itself, it is very possible to have dry skin producing oil.
Using products to strip your skin of oil is probably not the best option. Your skin is a sensory organ. The more you take the more it makes to compensate for it. The moisturizer you are using rates about average, so it's ideally not the best choice. Using oils on your face actually help control oil production. ( I recommend organic rosehip oil. )
From what I am trying to understand... you are asking for help on your combination skin and just the 'rash' you have around your nose?

Personally, I would change them out. But you can continue to use them in conjunction with rosehip oil to see if they work out well. Combination skin is more tedious in terms of bringing it back to one skin type. So it is essential to do everything one step at a time, so that you know what products to eliminate.

Ok, Better you please avoid following things:-
Soaps (all kinds, and anything in bar form)
Harsh cleansing ingredients such as sodium lauryl sulfate or sodium C14-16 olefin sulfonate
Products with irritating ingredients (I.e. alcohol, peppermint, menthol, mint, citrus, eucalyptus, fragrance)
Exposure to hot water
Abrasive scrubs
You just follow these steps:- Definitely it will help you.
Wear sunscreen daily - chemical free products ex ( Little Innoscents Sunscreen SPF 30)
Use state-of-the-art moisturizers (serums, gels, lotions, creams, anti-wrinkle, anti-aging, firming, etc. are all just "moisturizers")
I think you have very dry skin, So, use pure plant oils such as olive oil or jojoba seed oil, applied after your moisturizer over dry areas
