Filling in Eyebrows for Red Hair

I mean red hair, not natural red. Mine is a bright red. I've just been using red eyeshadow to full them in but it gets messy and its hard to correct even if I use a setting spray or gel.
What other mediums should I use and how to I keep it from moving? I was thinking I may need a gel liner?

Try a brick or berry tone blush.Also you might wanna play with some lipliners
