Just a white eye shadow or cream makeup base I'd say, it's pretty sheer so it wouldn't be an eyeliner or anything.

It looks like maybe a sheer white or pale yellow base with highlighter over it.

I would say she put a light foundation plus highlighter and some shimmery white powder/eyeshadow...I'd then say she put darker foundation around the 'mask' to give a stronger contrast.

I'd use this. I have it, it give a faint highlight, sheer. I'd do the outline first. fill with this.then freehand the "decoration" and clean up the edges.
