Oh man. You're going to have to bleach to get your hair that color I think.. Unnatural colors don't really go on dark hair without some form of lightening the hair.

40 vol developer will lighten it to a light brown at most. I've used it plenty of times. It has a long time to lift though. Unlike bleach. I use Salon Care creme 40 vol developer

Also add a color corrector, like purple or violet, if to cancel out the yellow tone your dark hair will have when it lifts. So you don't dye it and it turns green.

If you don't bleach, when the color starts to fade, your hair will fade to gray..I've dyed like streaks of blue in my hair without bleach, and my hair was gray for months as it was fading.

Yeah haha I got made fun of a bit and it was awkward to explain to people it was just the faded blue, but you can always dye it back to a natural hair color once the blue begins fading if you really want the blue hair.
