I am new to using primer before putting on my makeup. Can anybody tell me which primer works good that's not too expensive?

Are you talking about face or eyes? If you're talking about eyes, ELF has a good eye primer. As far as face, I haven't heard of a good inexpensive face primer. I would shell out a bit for the face. If you have oily skin I would suggest Laura Mercier. Smashbox and Mac's Prep and +Prime are good.

Urban Decay has a good face primer and too faced has a eye primer that I love. They are both a bit of the expensive side though

I love the urban decay primer potion! And if your looking for something to only stay on for 2-3 hours I would go with the ELF primer. NYC has a great primer

Oh my gosh I love love Make Up Forever's HD primer. And the foundation! It color corrects so well and it is so light and airy! It feels like I have nothing on! Definitely give it a try! I think it's 35 dollars? In not quite sure but its so worth it IMO!
