Blogger does have an app which you can blog from your phone, but you can't edit and make it your own style from a phone. I love blogger :)

I would use tumblr honestly as it's super easy to use, easier to get the word out to people, and appeals to lots of ages!

I would suggest you to start your own blog by using wordpress. You can get wordpress 1-click installer from the provider http://www.9cubehosting.com/free_tools/1_click_web_app_installs.html as a freebie after getting hosting plans from them at affordable cost. Better, you can start your blog via pc. Its good to spend time with your bog and visitors.
