I would suggest you use light argan oil like Josie Maran's as a moisturiser, then a sunscreen on top, make sure its a safe sunscreen like coppertone or la roche posay, my mum has dry skin and she does this to keep it healthy.

Whoops Zowwy I didn't read you're on a budget, coppertone is a decent safe sun screen and isn't too expensive, try Cetaphil moisturiser or Cera ve.

I'm a bit reluctant to recommend my routine because I have very dry skin but so bare that in mind.. But what I do is:
In the morning I use Garnier Moisture Match Ultra Hydrating Rich Cream for Dry to Very Dry Skin (4 euro), then I use Nivea Daily Essentials Express Hydration Primer (5 euro ish) (I'd use just this if your skin isnt that dry... Also sometimes I switch it for Witch Hazel Skin Clearing Primer((7 euro))), Lacura Caffeine Eye Roll On (3 or 4 euro) and I let it all sink in before doing my makeup. At night, I take off my makeup with Johnson's Face Care Makeup Be Gone Moisturising Wipes for Dry Skin (2 packs for 4 euro on sale), use Loreal Skin Perfection Cleansing and Perfecting Milk suitable for sensitive skin (9 euro) and I moisturise with the Garnier moisturiser again.

Use a luminous primer (mix aloe vera gel, moisturizer, and a shimmery eyeshadow/pigment/highlight/blush, and voila! you have one!), and a tinted moisturizer, or bb cream. Set with a luminous face powder, or bronze/highlight the heck out of your face! Hope this Helped! :D.
