I have super bad under-eye circles as well, and the BEST and cheapest product that I've found is the Maybelline Dream Lumi Touch concealer in whichever shade suits your skin tone. On the days when my eyes are particularly haggard looking, I'll use an ice cube underneath my eyes before applying makeup to help decrease puffiness. If you also lightly tap your eye area in the morning (use ring finger) it can help increase circulation, which is one of the biggest reasons we get under-eye circles in the first place.

i use perk up artist by benefit it covers everything and is really easy to blend and you dont use alot to cover everything
