I would say powder. Elf has a brow powder duo kit. Since you are a beginner, powder is definitely the best because of how forgiving it is. The dipbrow is amazing, yes. I own it but if you're just starting out, you're not ready for it. It's a tricky product and can go wrong if you don't know what to do with it. I had to adjust myself with it and I'm well advanced in brows. Try powder to learn the basics

Powder or pencil product to start, I used plain old matte eyeshadow when I powdered my brows, and it did the trick. For brow pencil, I adore Anastasia brow wiz, and milani makes a brow pencil with a spoolie on the end that does the trick. Now I have black hair, and natural dark brown brows, so I just run a dry mascara through my brows and shape with my angled brush. Experiment around and find what's best for you.
