I'd recommend some individual lashes as they look far more natural and they're a lot more comfortable :)

I wore eyelashes when I was 5 lol. It depends if she wants to or not! If she does, she can wear eyelashes. If she doesn't, it's probably better not to.

I believe 13 is a little too young but then again it's a special occasion and if her parents give the thumbs up and if she does too then it's okay :)
