I would try the MUFE aqua liners! From my experience, they don't smudge, have great pigmentation, and glide right on!

I have used L'oreal high intensity pigments color chrome eyeliner and it's not expensive at all and very pigmented :) I bought it at,Walmart for $8

Inglot Gel Liners are fantastic. They are really waterproof so be careful while applying and waiting to dry. That have good colors and are only $12!!
