Hyper pigmentation help please?

I developed eczema on my arms since November and now it has turned into hyper pigmentation blotches on my arms and I'm so self conscious about it. I'm not interested in doing chemical peels. I don't care if I can't get it away completely but I wish it wasn't as noticeable. Is there anything I can use to help the hyper pigmentation?

I'm not sure for the hyper pigmentation (mostly because I don't know what that it) but I've suffered from bad eczema my whole life and have found that cortizone makes an amazing lotion that controls it and stops the itching

I'm okay with controlling the itching. hyper pigmentation is like white patches/discoloration on the skin. mine was caused from scratching at the eczema so my skin didn't heal properly and instead left white patches all over my arm.

Try bio-oil. It requires a lot of patience, but does work!
