I like Walmart's brand Equate's oil free makeup remover. Its comparable to Neutrogena's oil free makeup remover.

I like the one from Physician's Formula, it's a cream and I believe it goes for about $4-$5
It doesn't irritate my eye and it removes all of the eye makeup effectively. It doesn't leave any greasy feeling like the pond cream does.
