Will a foundation brush give me a heavier finish than a stippling brush?

Yes a stippling brush is not meant to be used to apply foundation. It is meant to be used over foundation to make sure it is blended well and has a nice smooth finish. A foundation brush will give you a heavier coverage yes :)
