I'm new to the concept of bb cream what does it do? How do I use it ? And which one is the best for someone on a budget

A bb cream originally came from Germany but the Asians made it popular.the bb stands for blemish or beauty balm.it supposed to help improve your skin overtime. They often have a sheer coverage to them and I can't really recommend one because I've never tried one.
