Stippling with a dry sponge can create the fullest coverage since your not sheering the foundation out by wiping it across the face. The type of foundation your using can affect your coverage as well.

A stippling brush, actually stipple and not buffing in with it will give a lot of coverage but a buffing motion will give pretty good coverage depending on the brush. I'd get a kabuki one since it works great and far as sheering out a foundation. Use a dry sponge.

A denser brush such as Sephora #45 mineral powder brush or te Sigma F80 brush will make the coverage fuller.
