Hi Keka! Kryolan is an amazing German-based professional theater makeup line. They have various cake formulations (some water-activated, some not). The dermacolor you're talking about is a highly pigmented cake base that applies directly on the skin (usually over a primer). By nature, the product is densely pigmented and meant to provide complete coverage. I wouldn't suggest watering it down because it's mostly oil-based (mineral oil and petroleum are the two base oils), and you know what happens when you try to combine oil with water.
Are you looking for a specific foundation or base product?

Ah—the liquid basic is probably designed to mix with Dermacolor's oil base. I wouldn't recommend water :/

Agree with victoria!
When using the dermacolor cakes, you get best results when you use their mixing medium.
When using their aquacolors, though, water is perfectly acceptable.
