Wayne's theory is correct, but you can definitely still use a powder brush if you apply it in tapping motions first, like he said for his second method, and then go back and blend so then the liquid or cream underneath is set and won't move. If I use a powder puff every time sometimes I find it's almost too much, and it takes WAY more product.
