I'd say Barry M eyeliner and then with an angle put on black eye shadow on your water line, make it stay longer! :D

I take a Q-tip and wipe off any excess water in your water line. (same can be done with a tissue paper) Then, I apply MUFE Aqua liner in 0L and then like @siddiqa mentioned, apply a black matte shadow to set and seal.

Forgot to say that the MUFE Aqua liiner was created for underwater photography/makeup so if you wipe off the excess water first and set with powder you will be good to go! 80)

I use a kohl pencil and dip it into a black gel liner such as Mac "Blacktrack" before applying it to the waterline. Stays all day long! :)
