Quality reduction when uploading?

Have any of you have experienced that when you upload your video the quality is less.

I've uploaded a video last night and the quality is bad. But when I played it in windows media player it was way better.

The setting was a 3.0 mbps rate. (.mvw)

Do you girls have any tips?

PS: I use the Vegas Movie Studio 11.0.
