I've been looking so hard for a good white eyeliner to line the lower rims of my eyes. Most pencils I have tried just don't show well at all, and applying liquid liner to the lower rims is just a painful and unhealthy disaster.
The liner I use for my lids is Maybelline Define-a-line, and I love the consistincy of that and constantly but it on my lower rims, but they don't make it in white.
Any suggestions?? :)

NYX haves some eye pencils with very great pigmentation. I think you will find them easily via ebay. Also, NYX isn't expensive at all so money shouldn't be a problem :D I can't recall if they also had white eyeliners... But their pencils are great.

i am really fond of my GOSH Kohl Eyeliner in White. been using it for 3 years now, had no problems with it! It works wonders in the water line. :) ♥

I say Make Up For Ever Aqua liner is the White.
If you want something affordable, NYX Jumbo pencil in Milk. This pencil has many many many uses! You can line your waterline, put it in your inner-tear-duct or under your brow (in lieu of a bright shadow/highlight), you can use it as base on your lids... etc. etc.

I also use the Gosh Kohl liner in White, I use it on my waterline all the time and it stays on for hours! Plus it's pretty cheap!
I've tried using the NYX Jumbo Pencil in Milk on my waterline, and I hated it.. it was just too white! It just doesn't look right when you have that much white under your eyes unless you're going for that doll look... I'd stick with an actual E/L.

Nars Larger than life long wear eyeliner in Santa Monica Blvd. It's silicone based so it lasts longer than kohl.

Barry M white kohl pencil. But my favourite is actually a more flesh toned one vow by illamasqua, or in coax which is a very pale blue so it really brightens the eyes with out giving to much colour.
