Rimmel London has some really good and inexpensive products. I have a bunch of pencils from them that are soft kohl and they only cost about $8. Hope that helped!

Sephora has ABSOLUTELY great lines called the "Flashy Waterproof Liners" (get the one in 01 Black) and they are $9. That is around the same price as drugstore but you get "high end" quality :)
I agree with Stephanie, Rimmel does have GREAT liners as well! :)

if you have a CVS by you check out their line styly style they have a good black eyeliner waterproof and good for smudging its around 5 bucks good luck :)

milani has a great black kohl pencil ive sworn by it foreverr. only issue i have is it bleeds a little, set it with a black matte eyeshadow and your good to go! :]

covergirl has a great black one thats mechanical with a sharpener at the end as well as a different one with a smudger at the end i think the latter is called presicion point plus? the first one is grey/silver tubing.. i like the silver one better they're around 7 bucks i think =] i also agree with the sephora suggestion.. although i used to use NYC black eyeliner.. its hard to go wrong with basic black eye pencils i find, provided it you get a one or $2 product that you arent picky about reapplying to the waterline

Sephora's kohl is on sale for 3 bucks (I saw online yesterday)
I personally use bobbi brown kohl cake liner. It's pricey but I want a quality product on my waterline and tight line. So close to the eyeball, scared of a true kohl, which is traditionally lead based. No US product should have lead so you are safe, but be wary of imported kohl (the cone shaped stick)
