Try some shimmer paste, try get one that has no visible pieces in, just a little under your concealer, will make the skin look radiant and fresh.

Put spoons in the freezer over night, and hold them to your eyes in the morning, seriously does wonders to my puffy baggy eyes tired eyes in the morning & helps my bags which have gotten worse the older I get, plus I use concealer in a jar from NYX under my foundation to color correct, highlight, and cover my under eye bags! Try using more yellow concealers to cover bags color correct your under eye bags will help them disappear too! xo :)

Watch out with highlighting bags... Everything that is light will stand out and everything that is darker looks further away. So no highlighting bags!

Jasmine I would highly recommend you look into the above link she uses a lot of great products/concealers and such for darker complexions and how she covers her under eye bags- I think her makeup looks flawless, and she highlights under her eyes with concealer- but maybe that's just me! Xo
