Sugar and olive oil definitely soften (or you can use honey as a conditioning ingredient), and the tooth brush thing works wonders as well, but if you want an actual product, ELF has an lip exfoliant for $3. It's in the shape of a lipstick and has little exfoliating beads in at, and it tastes sooo good! Good luck :)

Drink more water, exfoliate your lips I use a olive oil, honey, sugar mix and rub it on my lips with my toothbrush make sure to use a lipbalm afterwards I love using eos. they make your lips feel super soft and they smell+ taste good:)

You can use rose bud salve, apply a thick coat before you go to sleep and or you can apply some salve and them take a face towel and then rub your lips in circular motions until all of the salve is off and then apply a thin coat of regular chapstick.
