I would apply a foundation first, that way you won't get that cakey finish that you would get if you use concealer first. That is my personal preference.

I do it both ways. Sometimes I use concealer, then foundation. If there's still spots showing through just use a little more concealer.

Concealer because sometimes concealer can turn out slightly orange as its thicker.

Depends on your skin. If you have blemishes/dark marks/acne you may want to conceal first but if your only looking to brighten/highlight your face then you would use concealer after your foundation under/on your eyes, nose, forehead.

I just watched a video on here about that and the lady said that it doesn't matter that there is no beauty rule that says you have to foundation or concealer first.
