Almays Smart Shade correcting primer for about 10-12 bucks depending where you get it.
You can get it at Ulta, Target, Walmart, Kmart.
If you go to (or have) a Target or Kmart, you can get the ELF Setting Spray for 3 bucks.

Elf is pretty inexpensive but I'm not a big fan. However you wanna find a really cheap primer? Here it is: monistat chaffing gel. Kid you not. I know it sounds weird but YouTube it, google it whatever if you don't believe me. It works exactly like a primer and a lot of makeup artists like myself actually use this! And it's one of the best "primers" out there. Has similar ingredients as a high end primer. It is really comparable to the smashbox primer or bare minerals primer. Only 5-6$ and will last you for a very long time. You can find it at Walmart target, drugstores etc.

Nyx and elf makes some setting sprays. Elf however their spray is more like Mac fix + which is basically a hydrating mist, it doesn't set your makeup it is meant to get rid of the caked on face look. Nyx matte setting spray is introduced as a setting spray. So I would give that a try. Probably 8$ Aprox. You can find these at target.. Ulta for Nyx. Another inexpensive setting spray you can make is rosewater and glycerin mixed together. Google the recipe as I don't know the exact amounts you can find the ingredients at a health store or drugstore :)
