Use a pencil. Nyx has some awesome eyeliners that I use as eyebrow pencils and they are very affordable and have a wide range.

Try an eyeshadow 2-3 shades darker than your natural brow color :)

Just get a cheapo elf small slanted brush and find a lightish brown and fill it in. You'll have to experiment with the colors until you fund the right one <3.
