There are two kinds of under-eye circles: Periorbital dark circles where the skin itself looks darker or "bruised" (http://en.wikipedia.org/wiki/Periorbital_dark_circles), and dark circles caused by puffy lower lids casting dark shadows under your eyes.
I have periorbital dark circles and the two best under-eye concealers I've ever used to cover them up are Rimmel MatchPerfection and Covergirl&Olay Simply Ageless concealer. They're both very creamy, give decent coverage, and won't cake up (an issue I've had with most other kinds of concealer).
But if your dark circles are caused by shadows under your lower eyelids, you'd want to find a brightening concealer, like YSL Touche Eclat, which I have heard very good things about. And you can de-puff your eyes (to an extent, your eyelid shape can only be changed so much via "de-puffing") using cucumber slices or the back of a chilled spoon.

I have pretty bad dark circles too, and I always used MAC's Studio Finish concealer -the coverage is amazing, but the creasing (even with a setting powder) turned me off. I recently purchased Maybelline's Instant Age Rewind Eraser Dark Circles and I must say - the formula is much thinner, but the coverage is very good and with a setting powder it works wonders. Definitely give it a try.
