Well part of your problem is in your question. You need to get a trim every 4 to 6 weeks. If you go too long without a trim then your ends will get dry, damaged, and will start to split and break, which makes it look like your hair isn't growing.
Also, try taking biotin. It will help your hair grow stronger and healthier (and your nails too).
There are some hair products you could try too to keep your hair healthier. There are also some to 'stimulate' hair growth.

Well it depends what type of procducts do you put in your hair how often do you wash it? do you take care of it? get trims more often so it grows longer and faster.

Hi! I am a hair stylist and first of all I want to tell you what hair growth tips I'm using for me and for my clients. As I learned before the hair consist of eighty percent protein. B vitamin allows it to grow faster with blending in protein.
The new cells are born more quickly and these B complex vitamins help them to grow and produce new cells in higher amount than its normal rate.
The most important tip: just massage you scalp... shampoo every other day and don't blow dry or straighten (or apply any heat) for a while trust me you will see a difference... I noticed 4 inches IN JUST 2 AND A HALF MONTHS.
My clients are also very happy with their hair growth rate. I followed a lot of other advices from a website and I can vouch that are working 100%.

DO NOT trim your hair. It is a lie. It will stay the same length. I've seen a lot of YouTube videos with plenty of tips. I would suggest not using heat for a while, using a wide tooth comb, not brushing it when wet, and taking vitamins.

It won't grow right woth split ends so you need to get it trimmed every once in a while but that doesn't mean you have to take an inch of, badly a centimeter will do also take biotin.

Don't trim your hair. The doesn't make sense. Not trimming your hair can cause split ends, which will cause your ends to break. When I was younger I never got trims and my hair never went any where. Now when I go and get a trim I tell them JUST to take to split ends off and to reshape my layers, and I actually see growth results with my hair now. So no, the hair trimming thing is not a 'lie'. Take it from someone in beauty school.
