You should put on foundation first and then under eye concealer and blend it out so there isn't too much contrast.

I have heard some people recommend doing this but immediately this just boggles me! Haha. Putting concealer on before foundation seems pretty silly to me as the concealer will likely be rubbed away at least slightly after foundation application and then you have to go back and put on more concealer. I would apply your concealer after your foundation and use a light dapping motion with your ring finger :)

I apply my under eye concealer first. I use Bare Minerals foundation, so I take my concealer brush and lightly go over it with foundation. It's not silly to do it in that order. I found if I applied foundation FIRST, it doesn't work as well for me...
Why not just experiment both ways?

DO NOT blend your foundation with your concealer. Our face has pores and that's why foundation sets in. However, under your eyes does not have pores and will not set the foundation and basically the foundation smears all your concealer off! Hope I could help! Xo.

I think it really depends on what makeup you're using. Because I never have had problems with mine...
