So for the makeup, I would have smoky eyes because they would look great with the dress along with a silver swoop. For the lips, I would use a red color because I think it will look really pretty. Your skin is pretty fair, and it's beautiful with the dress, so use a good foundation to last with your prom. The blush would be nautical, and I would put my hair into a low, messy bun with strings coming out of it. I would leave my bangs curled with a line in the middle of my head.:) I hope I helped, and have fun!:D<3.
