I'm not sure, it really depends on your style. I tend to wear cute, childish clothing (if that makes sense) so I would recommend a pleated skirt and a ruffled blouse.

I love those kind of socks :) I wear mine with a white blouse, high waisted shorts, and oxfords. Some other ideas:

I would look at old pictures of Kat Bjelland and Courtney Love when styling these. Dresses with boots, heels, maryjanes... really anything.
