Okay so I'm really short from my shoulders to where my boobs start, so the straps are always too long. I am also really small from armpit to armpit so the sides always dig into me. I've tried x smalls and smalls and they work for what I've listed above but my boobs are too big for those. where can I get a good one? thank you guys! xoxoxo.

Maybe you could find one that fits perfect everywhere but the straps and then have it altered? Either by a seamstress/tailor or someone you know who can sew. It would be worth it to be supported!!

They're not cheap, but Elomi makes full cup sports bras that are comfortable enough to wear outside the gym. I have the same body type, and they're awesome. They make cup sizes all the way to H.
I finally got fitted by a bra shop and found put I was a 38G. It's possible that you haven't found the right size yet. Highly recommend going to a good lingerie shop or Nordstroms, where you can get fitted properly. Good luck!
