Just started wearing makeup and I'm not sure about what techniques are the best to learn. I really don't know where to start. Also what is the best makeup for beginners I only have cheap foundation and mascara.

Start on YouTube that's how I learned.
learn how to apply foundation and all that then learn techniques on doing eyeshadow simple.. or more complex. and eyeliner. :)) just start searching on YouTube and you'll find a guru you like the most and learn from them. :))
