I have super black gel and liquid liners so pigmentation isn't a problem, but how can I make it stand out more? Is it an issue of hair, skin, or eyebrow color? I've been doing cat eyes enough to create different shapes and thickness and experimented with layering black eyeshadow over. Thanks everyone in advance :)

Don't use a lot of mascara, only use 1-2 layers.

Use neutral eye shadows like beige browns and light pinks and put the eye liner over and wing it out far.

Use nude or neutral eyeshadows, you'll still have some shimmer and color but the liner will really stand out.

I like to use a champagne color for all over the lid and then use a deeper color in the crease I find that really accentuates the wing. You could also add a bold color to the lower lashline, or thinly above the black cat eye, which will also help it stand out!
