I really need a good pair of high waisted shorts that aren't too short and aren't too expensive. Any suggestions?

This sounds cheap but to be thrifty go to a second hand store and buy a pair of high waisted jeans, acid wash is best, and cut them. That way you can make them as modest as you want :)
